The Freeway Phantom, as the media dubbed him, abducted and murdered six young girls. The strangled victims were found alongside major roadways in the Washington, D.C. area during 1971 and 1972. Carter and Wenndy investigate the first three victims, and try to figure out why the phantom was never caught.
