Utah's delegates at the Republican National Convention were surprised to see the state's 40 delegates awarded to Donald Trump. An obscure rule added four years ago didn't allow them to vote for someone who had not been nominated on the floor of the convention. Ted Cruz won the Utah primary but was not nominated on the floor.
