Joel Rifkin killed 17 sex workers from 1989-1993. He was caught with a woman’s body wrapped in a tarp in the back of his 1984 Mazda pick-up. He was being pulled over for not having a license plate but they knew right away from the odor, they were in for something way more sinister than a missing license plate.
