Pat Foster is Director of Minority Business Development for the City of Richmond where she assists in the growth and development of minority and small businesses.  Her experience includes business consultant for ERA, V.P. of Coldwell Banker Residential Brokerage, owned and operated Twins Towers, and currently is president of the Red Skirt Consignment Boutique on Richmond’s Southside.  She is a widow who lives her mantra, “it is better to see a sermon than preach a sermon”
