Here's Mike's artist statement about this song:

The album "Lost in a Crowd" is an album about the consequences of abdication of responsibility. The song "Unclaimed" deals with the notion of how, when things go wrong, all the pieces of that process, and the ensuing liabilities, go unclaimed. It also deals with how many of the subsequent efforts made are not really efforts but attempts to try to ease one's conscience and not really deal with the issue(s). This is reflected in the "half a cup of half baked measures" line.
