When it comes to Outsourcing your Twitter account, a particular issue faced is the fact that you can't delegate "Team Members" directly through twitter.com

But this is okay, because there are several tools out there which completely solve this problem. Ideally though, you want to find an assistant you can trust, and then give them your twitter password (be sure to keep this 100% unique from any other service you use that requires a password).

Here are the tools I recommend to get started with Outsourcing your Twitter:

Buffer - Assign Team Members so that they can schedule tweets on your Twitter Account
Hootsuite - Assign Team Members so that they can engage and converse with twitter followers.
ManageFlitter - Whilst you can't directly assign team members, you can use the sites team to help with your Following/Unfollowing strategy. Alternatively, if you have given your Social Media Assistant your password, they can login themselves and take care of this for you.

These tools will take care of 99% of the functions you need for a comprehensive Twitter strategy. There are more tools out there, hundreds, if not thousands, that can provide unique features, but they aren't something to worry about until your initial Twitter strategy is off the ground and running nicely.
