Puerto Rico: Is the US really trying to help?

For 3.4 million US citizens, only a quarter of Puerto Rico residents have running water. Less than half of gas stations are open. Most supermarkets are open but rationing food.  Hospitals and food banks are running low on fuel for their generators to keep the lights on and preserve fruits, veggies and meat, and recovery continues to move at a glacial pace.  And while the balance of people’s lives are at stake, President Donald Trump felt the need to lambasted the mayor of San Juan, Carmen Yulin Cruz, for "poor leadership."  

Why aren’t greater efforts being made to assist the people of Puerto Rico?  Has the US government made every pain staking effort to help these US Citizens?
