- Hi, I'm Isabella Janney with the Colorado Springs Daily and today is July 13th, 2020. Our first segment today, we'll talk about an investigation happening in Colorado Springs after a suspect died in custody. Our second story today is about a mandatory mask ordinance in Manitou Springs. And, our last story of the day is about which zip codes in Colorado Springs have the highest number of COVID cases.
- Our first story today is about an investigation happening after a suspect died during a struggle with Colorado Springs police officers. The CSPD has released body-cam footage of the incident that happened on Tuesday in addition to the 911 call. Officers were called to a gated community near the Broadmoor neighborhood around 10 a.m. on May 24th after there were reports of a disturbance. Investigators say that the police officers tried to detain the armed suspect, who put up a struggle. The suspect was identified as Chad Burnett. At least one officer tased the suspect, who reportedly had a knife, and Burnett went limp. Police say officers started CPR and called for medical backup, but the suspect died on scene. The District Attorney’s Office still has to make a final determination on if use of force by officers was justified.

- Our second story today takes us to Manitou, where just a day after the Colorado Springs City Council took no action on a possible mask-wearing ordinance, the Manitou Springs City Council ssaid that a mandatory mask ordinance is on the way for their town. There has been an increase of COVID-19 cases in the state and a request from the council to put a mask requirement vote on a future agenda. Tuesday, all but one of the councilmembers decided to move forward with drafting an emergency resolution to mandate masks immediately. This resolution could be written by Thursday. Mayor John Graham says once finalized, the resolution won't need a formal vote and will go into effect immediately. City staff members presented the council with an overview of how other communities are addressing mask concerns, and how a mask requirement would be enforced.

- Our third story today is about which zip codes in El Paso County have the most COVID-19 cases. There are 11 zip codes reporting more than 100 cases of COVID-19 or having a high rate of cases per 1,000 people. The zipcode with the highest number of COVID-19 cases is 80909 near Palmer Park and Circle, with 288 cases and 7.36 per 1,000 residents. In second is 80910 near Fountain and Chelton, with 226 cases in the area. The El Paso County Health Department says communities with higher numbers are expected, but don't always give a full picture of the virus because of differences in population. Other communities may not have had many cases, but based on their population have a high rate of infection like in the 80927 area, South of Woodmen and East of Powers. Only 22 cases have been reported in the area, but there are 5.66 cases per 1,000 people. The health department started collecting this continuous location data when the pandemic first began. A new tool should be coming soon that allows the pubic to pinpoint specific dates that correlate with zip codes giving them a better idea of when cases in their area are reported.
