House Tax Committee Weighs Infrastructure Needs, User Fee Revenues

Infrastructure was front and center this week on Capitol Hill, with three hearings on the issue: The House Ways & Means Committee, which has tax oversight, the Senate’s Environment and Public Works Committee, and the Committee on Small Business all considered our nation’s pressing need to build and repair our roads, bridges and other infrastructure.

The good news is that the issue is getting serious attention. The Ways & Means Committee hadn’t discussed infrastructure in over five years. The bad news is that so far no consensus has emerged on fixing the Highway Trust Fund revenue gap, or other funding sources.

Discussions are expected to continue, and ARTBA will continue to press Congress and the Trump administration to prioritize the Highway Trust Fund. It’s a good reason to register for the 2019 ARTBA Federal Issues Program and Transportation Construction Coalition Fly-In, coming May 13 to 15, in our Nation’s Capital. Federal Court Allows Salary Reporting Changes to Move Forward

A D.C. District Court ruling this week on employee reporting requirements will impact larger contractors. All private contractors with 100 or more employees working on federal-aid projects will have to report data reflecting their salary and number of hours worked.

February State Funding Report published by The Transportation Investment Advocacy Center

ART-BA’s Transportation Investment Advocacy Center released a report showing that legislators in 37 states introduced 185 bills aimed at boosting transportation investment in the first two months of 2019. This number is higher than the amount of legislation introduced over the same period last year and is projected to grow in the coming months.
