God had brought the people out of Egypt, freed them from slavery, and brought them through the wilderness to the edge of Canaan. And He gave Moses and very specific command.

"Send men to spy out the land of Canaan, which I am giving to the people of Israel."Numbers 13:2

This was the land that God had promised over and over to Abraham and to Isaac and to Jacob and  to the whole people of Israel. the land which they would make their home. God was going to give it to them. But first, they needed to know what they were dealing with, which is why one man from every tribe was chosen to spy out the land. This command from God was important so the people would be properly prepared for what they were about to enter upon.
