For more than 16 months, the citizens of Brookings have been dealing with the fallout from Brookings City Manager Janell Howard’s arrest for shoplifting at Fred Meyer, her seven months of paid leave, and her reinstatement by the Brookings City Council to her job as City Manager with a new contract. Frustrated by the Council’s unwillingness to listen to the protests of City staff, the City Police Officers, and scores of angry citizens, a recall movement was instituted against the Mayor and two Councilors who’ve consistently voted against her termination.
